LR and PS 2015 installation incomplete on brand new, out-of-the-box Windows 10 HP Spectre 360

This is terribly frustrating.  I have a brand new machine and can't install the software.  I've been playing with this for a couple of hours:  install, uninstall, CS cleaner, install, uninstall, CS cleaner.  The installer says installation complete but some optional components failed to install correctly (6). 

Error:  DW003:  Third party payload installer vcredist_x86.exe failed with exit code:  1603

Error:  Failed to install Microsoft Visual C++ 2008 Redestributable Package (x86).

Tried this on two different networks, but still no success. 

I found this:  Errors "Exit Code 6" and "Exit Code 7" installing Adobe Creative Cloud, CS6, CS5.5, Premiere Elements, and Photoshop Ele…

But what a hassle.  This is a brand new computer!

Two companies as big as Adobe and MS can't manage to create products that function properly.  This process should be as easy as click-click-click.  If you put up these kind of barriers your customers will go elsewhere.  As long as I have a new machine, I was thinking I might as well go with a new product and try ON1.

Turned off the McAffee security package and PS installed, but the LR installation ended with:  "the download appears corrupted 42"

Rebooted and PS showed installed and LR needing an update.  Hit the update button and LR apparently completed what it needed to do.  Both programs now show installed.  Let's see now if they actually work.

What a huge waste of time. 

Adobe:  get your act together.

Please follow the below steps:

1- Go to > Control Panel > Microsoft Visual C++2008 Redistributable Package (x86) > Click UnInstall > a new window will pop up select REPAIR in it

2- After this restart the machine and Launch the Creative cloud app again and check
