LRC 15 update failed, cancel update failed, unable to access LRC

Subject heading describes the problem. Creative Cloud Update is frozen while displaying "Canceling" for the last hour. Update was stuck at 95%. Need to be able to restore LRC, old version was apparently removed and the new version did not install.
