precisely undo whatever you already did.

then uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
With the CC application opened, choose the little gear icon in the upper right corner and then choose Preferences.  In the Preferences screen select Creative Cloud and then look for the Install Location drop down

install your cc programs

they may not, but the op still needs to do everything listed. (they'll will find out where they can and cannot install when they open the install location panel.)
