Maximum number of activations exceeded - but only installed on one computer

I have a stand alone copy of lightroom 6 installed on a single desktop pc. I just attempted to install it on a new laptop (which I understand is possible, so long as both aren't used simultaneously), but at the activation screen it claims that the serial number has already been used to active the maximum number of computers. Is there a limit of one computer per licence (which is not what the Adobe website says), or has something gone wrong? Any advice would be appreciated.

Yes it has. The answer that your are not going to like is that you have a system issue with your computer that is "eating" your activations because they never stick. From a bad harddrive to specific processes on your computer interfering and making a mess, this can be anything. For now contact support to reset your activations and then take the time to do some computer healthcare:

You can select the option "sign me out of all other computers and  devices" and then try again.
