Is there any problems with a subscription for Creative Cloud – Photoshop Photography Program through a fast mobile phone Internet connection with a 20 gigabyte monthly download limit, provided that any initial bulk download is done through a WIFI net with no download limits?

    none.

    you only need to periodically connect with adobe.com to use cc apps.  you do not need to be continuously connected.
