Monterey - PSE2021: not opening

Mac desktop updated to MacOs 12 Monterey. Since then PSE 2021 does not start up. Neither in normal mode, nor in safe mode.  

I have uninstalled and reinstalled, I have checked location services. Before, when using Big Sur there was not a problem. What should I do?
