Adobe is not going to be emailing you from "outlook.com" or asking you to contact them at that domain. Only emails from @adobe.com are from Adobe employees.

John is right, they are trying (but I hope not succeeding) in scamming you.

ETA: Adobe employees do not commonly have "Team Adobe" in their IDs. It's usually their name or their Adobe email address. Team Adobe is, however, pretty consistently used by scammers. Report them.

ETA2: Furthermore, they (not suprisingly) lied. The activation servers for CS4 through CS6 are still available.

wgr, please send that direct message and all subsequent emails with the scammers to the following Adobe address: phishing@adobe.com

That person is a scammer trying to steal your money

https://community.adobe.com/t5/community-help/avoid-phishing-3-easy-ways-to-identify-adobe-staff/td-p/10791730

Please post the Adobe ID of the person who sent you a private message so they may be banned

That person told you a LIE about selling you CS6 at a discount... any software you buy from a scammer will have malware added to steal your information and send it to the scammer

This offer was not made via private message. As mentioned by an private message from Team Adobe  I contacted Adobecare at outlook.com directly by email and asked for help. During that conversation by eMail I got the info about the shutdown of cs4 server and that offering.

Sounds like you are getting the same error message as discussed on this thread https://community.adobe.com/t5/get-started/how-to-activate-cs5-5-offline/m-p/10776342

But is the CS4 activation server still online as it isn't discussed on the Adobe website, only the 5 and 6 versions, and the cs3 activation server was turned off. Or does it use the CS 5/5.5acttivation  server?

I got the following info:

We would like to inform you that CS 4 is too old and no longer available and supported with Adobe And Secondly CS 4 servers have been shut down. If you will try to install or update it further then it will create conflict with your system.

Was that reply from ADobe after you contacted them, or was it unsolicated and  private messaged to you from inside these forums? There are a lot of scammers on these forums private messaging people, and  pretending to be from Adobe, and I don't know why something isn't done to stop these scammers.

If you contatced Adobe directly for support, did Adobe previously notify you to let you know they were tunring off the license activation system? I understand that they turned off the CS3 activation server, but  provided a software fix for some of the customers who mangaed to download the fix  in time, before they removed it very recently. But I don't think Adobe contacted any of the affected customers of the CS3 software to let them know they had done any of this.

If they have turned off the CS4 activation server, you won't be able to actviate your license, unless Adobe provide you with the software fix for it.
