Can I install previous purchased Elements on my old PC to my new MacBook Air??

Which version of Elements are you wanting to move from Windows to Mac OS?  Many of the most recent versions have been cross-platform compatible.

I'm afraid its Elements 7 so I assume an upgrade will be necessary first? In which case, should I just download the app & start again?

Unfortunately yes Yorkvoice Elements 8 was the first version which was available cross-platform.  The good news is you qualify for upgrade pricing for Photoshop Elements 10.  Also you can install it on both your Mac and Windows machine if you would like.  You can find more information as well as try the free trial at http://www.adobe.com/products/photoshop-elements.html.  The trial is fully functional and will work for up to 30 days.
