Moving PE13 tro new computer
How do I do this

You can download the installation files and use your serial number from the original purchase to activate.
Download Premiere Elements products | 13, 12, 11, 10
Just in case you meant PSE...
Download Photoshop Elements products | 13, 12, 11, 10
You are allowed to have two activated installations, so you can keep the original in working order if you prefer. If not, you should deactivate it (Help -> Deactivate) so that you continue to have an extra activation available.
