Moving Photoshop CC/LRc to new C: drive

I am replacing my failing C: drive with a new HDD but, because Window 10 is unstable/corrupted, cloning isn't a good idea. I will have a fresh installation but as far as I can tell only Windows was effected. Is it possible to move other large C: drive programs like PS to the new one via cloning or something similar? Is it a bad idea?

When do reinstall Windows you must reinstall all other application.

The installation program performs various adjustments in Windows, among other things.

As I supected. Fresh is better but time consuming.
