moving programs to new pc

Questions or instructions about moving programs from old PC to new PC.
Background:
In 2015 I bought Photoshop Elements v13
serial no. <Removed by Moderator> and
Premiere Elements 13
serial no.<Removed by Moderator>
I downloaded them to my new PC but can't open them.
It is not possible to copy the link you provide in login.??
I can use the or-code but then I log in via my mobile phone but that is the PC I have to log in from.
Can you send me a link or instructions.

If you mean downloading, where did you get those VERY OLD programs from?

If you mean installing, what install files did you download?

Do you have the original installation disks & serial numbers you received at purchase, and an optical reader (DVD/CD) drive?

John, sorry you are unable to open Photoshop or Premiere Elements 13 on the new computer. What error messages do you receive when you try to open them?
