multiple error message --- can't download apps after they crashed

@AdobeCare  PLEASE HELP ! I'm having major issue . Was working with Adobe premiere and photoshop and both stopped working . Then I tried reinstalling them , and premiere start installation and then says this " Another installer is currently running, which must be closed before installing this product, Please close or wait for other installers to complete Error Code P81" but even when I restart my computer it says the same thing. I have tried downloading with chrome and safari . Then I decided to reinstall the whole of Creative cloud and reinstall , but I get another error message when try and uninstall  Creative Cloud - . - The operation can’t be completed because the original item for “Uninstall Adobe Creative Cloud” can’t be found. and when I just try and install Creative cloud again it says this " Instaler was unable to create a critical file/directory. please try installing again Error Code P44. please help guys and please help @adobeCare I am not delayed with a job
