My adobe CC haven't Apps section

Hi,

recently i install adobe creative cloud for install insdesign with ME language features, but my adobe cc haven't language section in prefernce and also haven't Apps section in main page of CC.

look to below screenshot, please

I download all apps and it's no problem, I need to add Middle East features to InDesign and it's happening just in language section trough Adobe CC.
