My illustrator is not installing

I am having this new issue where i am trying to install illustrator and it is not working.  The weird thing is, it says it is installing and but i don't see proof anywhere it did and I can't find the app.  My creative cloud update has stalled at updating at 33% and i am not sure what to do as I keep going in circles.  any help would be much appreciated!!

Also ensure that your system meets the new minimum requirements to run CC Desktop App and Illustrator.  If it doesn't, you'll need to upgrade your OS or get a new computer.

I already change the os. Illustrator still can not be installed

restart your computer and check your cc app to see if illustrator is installed and updated.
