My installation of Adobe CC does not advance 70%, nor any other program

Hello community

I am new here, a few days ago I tried to install adobe XD because I saw that it was free version, but in the course of the installation I was asked to update adobe CC which I did but I did not know when I was installing it was locked in in 70% and from there it did not happen, I had to format my machine twice because I thought it was that and it still gives me that error, what can I do, I have already tried the Adobe Creative cloud cleaner and nothing I need your help please
