My new computer doesn't have a dvd drive to install purchased adobe photoshop elements 14

I have a previously purchased Adobe Photoshop Elements 14 for Windows.  I installed this software once on another computer.  I want to install this on my new computer which does not have a dvd drive to insert the disc.  Can I download this on my new computer using the Serial Numbers?
