Need help: Creative cloud photography plan & libraries

Hi everyone, i need some help:)

I want to purchase the creative cloud photography plan since i really only use Photoshop,

But on the plan description i noticed it didn't have creative cloud storage.

Now, i might be wrong, but dont Photoshop libraries are based on the cloud? 

I use them a lot at the office so they are necessary for me to have.

My question is: does the photography plan support libraries content or do i have to have adobe storage for this to work?
