Need help get downloaded lightroom 4 to start up and install in Vista

Question

I Just purchased and downloaded lightroom 4 for my HP running Windows Vista with all the updates. The file is in my downloads. I have tried open and run as administrator and the install process does not begin. What am I doing wrong?

Please download Lightroom from the mentioned link: https://www.adobe.com/cfusion/tdrc/index.cfm?product=photoshop_lightroom&promoid=DJDUX and try to install. If still it does not work perform selective startup: http://windows.microsoft.com/en-in/windows-vista/run-selective-startup-using-system-configuration restart your machine and try installing again. If still the same issue enable hidden admin: http://www.howtogeek.com/howto/windows-vista/enable-the-hidden-administrator-account-on-windows-vista/ and try to install again in admin account.
