Need Help - Government purchase - I See license of MY Product (Page Maker) but dont see Dowlnoad.

I Have been on the phone with some people and they tell me I have to solve my problem this way.   I am with the State of Virginia where they have purhased Adobe Acrobat and Adobe Page Maker for me.  I login into the Adobe LWS site.  I see the serial numbers for both but now Adobe Page Maker Download?
