need help installing PH Elements

I get to 9% of installing PH Elements and get a vcruntime.dll and msvcp.dll files are missing, reinstall. So I try it again and again get to 9% and a vcruntime140.dll and msvcp140.dll files are missing. I have tried downloading from different browsers, turned off firewalls, etc. It just gets to 9% and the error message just varies between the before mentioned missing files.

That is a Microsoft problem, so you need a Microsoft solution
Go to the Search bar at the top of http://www.microsoft.com/en-us/ to find and re-install the C runtime, or for ALL Windows help

I can't find anything more recent than 2015 and Windows 8 to download. This is a brand new machine with windows 10. I don't want to dumb it down. Where would I find those files?
