you would need to manually transfer your settings and preferences by copy and pasting the appropriate files, but unless that would mean hours of work, you're better off recreating your preferences.

you should install ps and lrc on your new computer using the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.
