New Computer install of Premiere elements 2019 and PhotoshopElements 2019 ERROR: Update required

Trying to install previously purchased programs. Download installtion file from Adobe website and have the serial numbers. When trying to install I get following:  New Computer install of Premiere elements 2019 and PhotoshopElements 2019 ERROR: Update required

 

I have updated Windows 10 and all the browsers but still get this error. Chat support was ZERO help . 

Any ideas or alternetives to Adobe . After wasting an afternoon trying to install a legally purchased program from Adobe, I am about ready to find an alternative.
