New PC. Can install Creative Cloud, but apps will not download

I deactivated my old PC, and have only my laptop activated.  I use the laptop for photo apps only when traveling.  Installed Creative Cloud on my new PC, signed in, and deactivated my old PC.  But when I try to install Photoshop and Lightroom Classic, Creative Cloud says "Waiting," and nothing downloads, even after an hour or more of waiting.
