Can I get the new photoshop without the new windows 11 ,23H2 and above

New Photoshop Elements 2026 requires Windows 11 (version 23H2) or later, 64-bit versions only.

 

New Photoshop version 27 works on Win 11 v24H2, v23H2, Win 10 v22H2, v21H2 LTSC

Any Windows 11 version is supported.

 

So something else is the problem. Please show screenshots of error messages you get.
