New, still learning: What program is best for self-illustrated cards?

I want to print my own small, pen/ink illustrations on foldable cards. I don't own any type of image-editing program and am realizing I may need to invest in one in order to prepare an accurate file for printing - yes or no? Any tips on what I should invest in? Thanks.

JPG  for drawings?  No.  Too much data is lost in JPG lossy compression.

Better to scan and save to high quality TIFF.   Bring the TIFF into a vector graphics app like free Inkscape or Adobe Illustrator.

What I would do

Make my drawing(s) and scan to JPG

Import those JPG files into MS Word and resize once in Word to make them fit on a page that you will print/cut to card size... might be 2 per page, or whatever size you want to be able to fold into a card
