No access to APPS

I have a user who can install Creative Cloud just fine, but when he goes to open the desktop app and look at any of his available programs, it tells him he has no access to manage apps.  He is a teacher, so he has open permission on his computer.  I have tried his same account on a couple other computers and am able to get him logged in just fine and download apps on those, so it is not the adobe account itself.  I tried running a repair on Creative Cloud and that did not fix the issue.  Needing any help and guidance I can get.  Thanks!
