NO INTERNET CONNECTION

Question

I managed to install the cc program and purchased photoshop cc (i think)

The apps section of the cc program does not find the internet. The Behance section of the cc program connects just fine.

Im using a windows 7 laptop connected to the internet by a tethered android phone on a 4g data connection.

This program is the only one i have had these kinds of problems with. Every other piece of software I use can find the internet on my setup. Just getting cc to install was a pain. I don't have access to my app, photoshop cc.

I have no idea where to start trying to fix this, nor do I think I should really need to. This is very frustrating.

btw I have tried many of the solutions in this section already. Even with firewalls totally disabled, no solution.
