no internet connection message

Occasionally the following message pops up on my screen. I have no problem with my internet connection. Any idea why this happens?

    It shows error 209. I do have internet connection and I have shutdown firewall and restarted computer. It still gives me the same message. I know their is internet connection because you are receiving this message.
