assuming this is a creative cloud app:

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, using the correct uninstaller per https://helpx.adobe .com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

If you can tell us the error that would go a long way in helping you. Short of that, all we can do is suggest using this page yourself to search the error number: https://helpx.adobe.com/creative-cloud/kb/troubleshoot-download-install-logs.html . Or you can use the Adobe CC Cleaner Tool to remove all instances of Adobe if you are really stuck and re-install. https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

If the application you are trying to remove is an Adobe application, then uninstall it from the Creative Cloud app.
