No reliable internet!

I live in an area without high speed Internet. I have been using cs5 for years and would like to upgrade. I was recently told that if I downloaded photoshop it could be used without internet. So I purchased CC. I just cancelled it because it would not work without internet.
Why is this not doable?

Photoshop CC requires Internet access to download, update/upgrade and verify your subscription for a few seconds every 30 days. However, you do not need continuous Internet to use the desktop software. But without Internet you also have no access to the related online services -- Adobe Fonts, Libraries, Creative Cloud storage, etc...

Photoshop Elements might be all you need. It's a light version of PS without all the bells & whistles. It's a single purchase. No subscription required.

I want the latest photoshop program. Do you have a link for instructions for how to install for off line? I see that a lot of people have had trouble with that. One person said he had someone from Adobe Lightroom into his PC to set it up. I don't understand why it has to be a hassle!
