None of the Adobe Programs are properly showing the start panel

When I first installed the adobe programs I typically use: Premiere Pro, After Effects and Photoshop they were all working correctly and I had no issues. But as of this week the start panel with all those helpful features like having a few recent projects at a one-click open, new project button etc. doesn't show up properly, the panel is there but inside it is blank.

Photoshop is particularly broken, the startup panel and new document doesn't show up at all and I can't even save as. To save in photoshop I have to overwrite the original picture I'm working on. I have tried the use legacy new document panel but it's nowhere near as good as the new one. I have reverted back to an earlier photoshop version but even the latest version I can go back to on creative cloud has the same issue as Premiere and After Effects but at least I can save as.

Premeiere Pro and After Effects can create new documents and save as just fine but the start panel is broken. I wouldn't normally care about this but because I'm paying so much for these programs I would expect that these problems are fixed months before they're released.
