Not able to download any apps from Application Manager

I have no idea what's going on, but I cannot download anything from the CC.  Application Manager opens and give me all the options of what to download, but everything is giving me an error.  I went and followed the steps and uninstalled everything but redownloading still doesn't work.  Below is an example of the error I'm receiving Any help would be appreciated.

    The second link does not work. 

    After going through a lot of the forums and following what I thought was the proper process (downloading the CC Cleaner & going in and manually deleting the files on my Mac) I am now getting the following message when trying to install Photoshop.
