Not able to install Adobe photoshop elements 14 & premier elements 14

I`m not able to install my Adobe photoshop elements 14 and my Premier elements 14 from my CD.

I bought the sofware from a shop in August 2018 and can see my products under my Adobe account. 

When I try to install i get the message that the install app needs to be updated. I cannot find ant updates for the install app.

Please help.

Mac or Windows and exactly which version of the operating system?

(Hint... I have Windows 10 Pro 64bit version 20H2)
