Not able to update apps to current version in Creative cloud. (new version not showing)

Hello,
There are several issues happening here:
1 - When logged into Adobe Creative Cloud (ACC) there are no options to update to the most recent version of InDesign(v16) and Photoshop(v22) - Currently on v14.0.4 & 20.0.6 respectively.
- This happens 99% of the time, but on the 1% I can see the option to update to the latest versions and ACC even prompt me to do so, unfortunately when attempting to install it fails anyway.
I am not able to download or see the updates from ACC Web either.
I have restated the laptop and logged out of ACC numerous times.
I get the error 125 when trying to download the latest version and have tested the connection to the Adobe servers to be working.
Current Windows 10 build - 10.0.19041 Build 19041
ACC version - 5.3.1.470
If anyone needs more infomation please let me know.
