not loaded Adobe Creative Cloud missing or corrupt

first there is a long loading (photo 1) then there is this window which says

adobe creative cloud is needed to resolve this problem is missing or corrupted.

download and install a new copy of creative cloud from the website

сначала идет долгая загрузка (фото 1) потом появляется вот это окно (фото 2)в котором написано

приложение adobe creative cloud необходимое для устранения данной проблемы отсутствует или повреждено.

загрузите и установите новую копию creative cloud с сайта

using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

delete the contents of your oobe folder

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud. (if you have a win os, right click the exe > click 'run as administrator'.

use the desktop app to install your cc programs/trials
