Offline Activation

We just purchased Adobe Pro for 12 workstations. We are having issues installing the product on all 12. We keep getting a message saying we're not connected to the internet. I selected "offline activation" and that isn't working either. I keep entering the Request Code and Serial Number I have and it says they are both invalid.
