Old copy of CS3 downloded to but can't activate

Old copy of CS3 downloaded to computer but can't activate on my windows 10 computer.  I had installed it on one previous computer that died horribly several years ago and as such i am unable to "deactivate" the product from old computer.  when i use the CD key it gives me error code 194:13 and tells me to call help line with phone#.  when i call the # it says that phone support is discontinued and i am left with a window that says
1. Call Phone number
     Lists numbers(tried that, no longer available)

2. when prompted provide following information

     Serial Number: #-#-#-#-#-# (6 sets of 4 digits)

     Activation Number: #-#-#-#-#-#-# (7 sets of 4 digits)

     Activation type: "normal 194:13"

3. "when you hear authorization code, enter it here:" (followed by 6 blank boxes)

4. "Click activation button

When I close the activation window it pops up a window that says " Product License has expired" then it closes the Photoshop application down completely.

I do not believe that when I bought the product it was to be only used for a limited time so i can only assume that "license has expired" means it has reached its number of authorized activation.

No phone support = no authorization code.  i tried contacting chat support but the person said he was unable to help me and to go to forums.

I also tried to apply the S/N directly to my adobe Account online, didn't think it would work (it didn't) but was worth a shot.

Have you tried with the steps mentioned in the below Help doc ?

Error "License has expired" | CS3

Note :  Rename Cache.db file to Cache-old .  Then try to activate CS 3 and check.

" If you had installed any other Adobe app using serial number , make sure you have serial number with you before renaming Cache.db file."

Location : C:> Program Files(x86) > Common Files > Adobe > Adobe PCD > Cache> Cache.db
