Hi Stevelink303,

Please rename OOBE Folder from this location

C:\Program Files (x86)\Common Files\Adobe

Try reinstalling Photoshop Elements again and let me know whether it worked for you or not.

Trying that now...I renamed it to OOBE-old. Will let you know if it works.
