only one computer shows up as activated but says my 2 computer limit is reached

I'm trying to login in to creative cloud on a second computer after I deactivated 2 of my 3 other computers.  Only one computer shows up as activated but says my 2 computer limit is reached.  I keep clicking the 'I signed out of one computer so I can sign in here', but it just reloads the same screen.
