Open applications without internet

I cannot open photoshop because my internet service is down.  I was just chatting with someone who rolled me to use The 2018 version of Photoshop  to work around - which, of course WOULD ALSO REQUIRE INTERNET ACCESS.  I need to be able to work in Photoshop while waiting on my internet service provider to repair the connection

If you have 2018 installed on your computer, you should be able to open it from  Progam Files or Start menu without being online.  Don't use CC Desktop App.

Creative cloud applications need only each 30 days (monthly subscription) or each 99 days (annual subscription) a connection to the internet. A short period of several seconds is enough to reset the timer.

That isn’t how it works on my computer. I was using Photoshop the day before the internet went done in my home. The day before.

What exactly happens when you try to open Photoshop without an internet connection?

You say "cannot open" but what exactly do you see on the screen?

with any device that has access to the internet you can activate the computer with the problematic connection (assuming the apps are installed already) here, https://accounts.adobe.com
