Opening Photoshop CC for the 1st time - Fail

Hello, I have installed Photoshop CC for the first time, installation went OK on a Windows 7 32bit system but when I go to open it I get a 'system error'. I tried removing and reinstalling and it said it was successful but the issue remains.

Anybody have an ideas as to why this is giving me grief??
