Opening PShop CS

Many times after running a 'cleaner' program the Photoshop is reluctant to open.  Today it opens, tells me could not open due to missing or invalid personalization information.   I never saw that expression before.

BTW, tried to use my screen name    dgeejones,  but forum said it was taken.    Yes, by me.
