There are any number of reason that can happen.

Without knowing the specifics of where you live, Country/Region, how you plan on paying for the subscription, Credit Card, Debit Card, PayPal (Do NOT post any numbers), it is almost impossible to why this is happening.

Two of the most common reasons are you live in a Restricted part of the world, Adobe does not do business in that part of the world, or your CC/DC/PP accounts and country/region where you live don't match up.

 

You best bet is to contact Adobe directly through the Chat system.

This is a User to User forum system and not a direct line to Adobe.

You would probably have to ask Adobe that. However, if you tell us the message you get, one of us may have an idea.
