Four days ago I PAID for a download of a Photoshop Elements 2018 Mac Upgrade. I got a serial number, but I still get a message in red saying there is a problem and it may take another 24 hours. I have Sierra 10.12.6 installed on my iMac. Can I get my money back? Will this 2018 software work with High Sierra which I want to install since I can't use my old Photoshop in High Sierra?

If you have already received the serial number you may proceed to download and install the Photoshop Elements 2018.
