More info, since it seems likely that this is a business purchase. Standard Creative Cloud subscriptions are personal. This means that

- the person who is to use the account must set it up, using their own email address and phone number

- the person who uses the account must add the card for payment (though it need not be their card)

- only the person who uses the account can talk to Adobe about it, or cancel it

- the account is not transferrable to a different person under any circumstances

- the person who uses the account MUST NOT divulge their password under any circumstances, not even to the bill payer or their boss. That would be a breach of their contract with Adobe.

- if that person leaves employment you may ASK them to cancel the account (and settle any cancellation fee). It is possible they will leave with the gift of a nice subscription, which the company will continue to pay for.

- the bill payer has no rights over the account WHATEVER, for example they cannot cancel it or discuss it with Adobe.

If this does not sound ideal for business use, you are right. Adobe offer Team and Enterprise licensing for businesses. In this case the business appoints an administrator who deals with billing, assigns licenses, and can revoke and reuse licenses.

the most important part is using a valid email for your adobe id.  you can always forward or hand deliver etc the bill to whoever.
