Hi,

every time I change my payment information, 60 rur will be charged from my card. This is done to check the solvency of the card, but will these funds be returned?

Looks like that. I think there is an established protocol to see if a card is active and has not been declared stolen. Also if executed correctly it has not been charged but reserved and the reservation will be liberated soon. Hotels, car rentals etc use a similar system to reserve some cash to be sure to get paid at the end of the contract, if there are still extras open.
