Payment Issue for Indian Adobe Apps

Question

I tried to buy 1 year annual prepaid all apps plan but, due to i am from India, there is only credit card option available. I tried my debit card; but payment errors comes again and again.

Also, why adobe are not providing paypal payment options for indian users.
