Photoshop 13.0 Desktop Update Failed and Photoshop Cloud 21.1.1 won't create b/c Scan Disk Full

I cleaned my Mac and updated to macOS Catalina. I was able to update Lightroom no problem but Photoshop 13.0 keeps failing to update.

I then try to use Photoshop 21.1.1 cloud version and when I try to create new, it says the scan disk are full. If I try to purge, it's all greyed out.
