Photoshop and After Effects CC won't launch

Question

I recently reinstalled windows on my laptop and installed the Adobe CC "launcher" to install adoobe after effects. When I try launching an installed product such as Photoshop or After Effects, nothing happens. No errors, no screens, no loading. I tried creating a new user account and running the "cleaner tool." None of these worked and I still can't open any apps. Does anyone here happen to know why?

Which versions of PS & AE?Which version & build # of Windows?Go to Win Start menu and right-click on icon > More > select Run As Administrator. If this is a Creative Cloud subscription, Please ensure your computer meets or exceeds the minimum system requirements to run the latest Creative Cloud + OS + all other apps.
