I have a licence for Photoshop Elements and Premier Elements on Windows. Can I use this on Mac? Or do I need to upgrade my licence?

If you want to use both products on both Windows and Mac, then you would need to purchase a separate license for each platform.

I join the topic. I have been using Adobe Elements (Photo and Premiere) for WIN for many years, now I will be replacing my PC with OS. do I need to purchase a new license, is it possible to transfer the license between platforms. And if I have to make a purchase, will it be an upgrade?

if you purchased a downloadable file, it's one os only. ie, you'll need to make another purchase. if you purchase from adobe.com (https://www.adobe.com/products/photoshop-elements/buy-elements.html),

you qualify for upgrade pricing (but i would contact adobe support to make that purchase just to ensure there are no problems with that cross-upgrade.)

if you purchased a dvd, you probably have a license for both osx and win.

The full answer to this question depends on which version of Elements you have and how you bought it: disc or download.
